Senate Bill 210 directed the California Air Resources Board (CARB) to develop and implement a comprehensive heavy-duty vehicle inspection and maintenance (HD I/M) regulation to ensure that vehicles’ emissions control systems are properly functioning when traveling on California’s roadways. The Board approved the regulation on December 9, 2021, with implementation to be phased in starting January 2023. Dubbed the Clean Truck Check, the program combines periodic vehicle testing requirements with other emissions monitoring techniques and expanded enforcement strategies to identify vehicles in need of emissions related repairs and ensure any needed repairs are performed. When fully implemented, the program will provide significant reductions in smog-forming and carcinogenic toxic air pollution necessary to achieve federal air quality mandates and healthy air in California’s communities.

Is your vehicle diesel, alternative-fuel or hybrid heavy-duty?
If so, you have met the primary qualifying condition for the CARB program. It only affects vehicles using these fuels.
Does your vehicle weight over 14,000 lbs?
The Clean Truck Check applies to nearly all diesel, alternative-fuel or hybrid heavy-duty vehicles with a Gross Vehicle Weight Rating (GVWR) over 14,000 lbs that operate on California public roads — even if they are not registered in California.
Is your vehicle exempt?
Some vehicles are exempt, such as zero-emission vehicles, emergency vehicles, military tactical vehicles, historical vehicles, motorhomes registered outside California, and vehicles with very low NOx certification (≤ 0.01 g/bhp-hr) for certain years.
If your vehicle is not exempt that in all likelyhood it is subject to the CARB program and requires a Clean Truck Check
A vehicle that qualifies for a Clean Truck Check must comply with the Clean Truck Check (HD I/M) under the California Air Resources Board (CARB) regulation:
Most heavy-duty vehicles (GVWR over 14,000 lbs) will be required to undergo a Clean Truck Check twice per year (semi-annually)
Vehicles that are classified as on-road agricultural vehicles (meeting that specific definition) and California-registered motorhomes used for recreational or emergency occupancy are required have a Clean Truck Check once per year.
Beginning October 1, 2027, vehicles equipped with on-board diagnostics (OBD)-capable engines will increase to requiring a Clean Truck Check four times per year (quarterly) testing.
